The Department of Health and Public Health England set the outcomes to be achieved and funding available to commission public health services, including screening. The service specifications for screening provide details of the public health evidence and advice needed to support effective commissioning.
The specifications for 2015/16 can be downloaded from the GOV.UK website along with a detailed agreement that sets out how NHS England aims to drive health improvements through its commissioning of certain public health services, including screening and immunisation.
